AIM

The aim of the MGHE course is to equip students with the skills and knowledge necessary to conduct an early needs analysis, which forms the basis for planning and delivering future Defence Engagement activities.

The course covers the standardization of internal approaches, methods for sharing lessons learned, identification of global best practices, and emphasizes the importance of collaboration with a wide range of governmental and non-governmental organizations in the development of global health programs. By establishing a process that can be applied across the Alliance’s partners, this 5-day course provides a consistent, universal approach to the assessment and implementation of Defence Health Engagement.

METHODOLOGY

The five-day attendance course uses lectures, group work and seminars to deliver subject material. This is constructed around four key principles:

Context: Understanding the condition in which DE is required including awareness of stakeholders, political and health care culture of the nation(s) involved, existing policy and doctrine and regional consideration.

Plan: Conducting early analysis and developing a plan for MGHE including ethical, financial, personnel (incorporating gender challenges), environment and local considerations. Development of security relationship and the identification of a reporting process.

Deliver: Support plans for secure and stable healthcare sector with clear pathway to development. This includes the provision of support for both service delivery and providers.

Monitoring and Evaluation: Identification of relevant military and civilian guidance to support strategic and tactical goals. Monitoring of MGHE activity and evaluation for ongoing sustainability. Production of reports reflecting the above.

Assessment of the above will be carried out through group activity to present a fictional case study based on real DE activity.
